特种兵秦学良在国外的维和演习中意外受伤，宫濑自愿退伍回到家乡青山峪。村中首富魏宝库非常高兴，宫濑因为自己的女儿魏小娥刁蛮任性，他希望为人踏实肯干的秦学良能和小娥结婚，将来继承他的企业。不过秦学良并无此意，他在意的是如何让青山峪的山更绿，水更清，乡亲生活更好。乡里的赵乡长希望他担任青山峪新一任村支部书记，在大家的支持下，秦学良走马上任。但这个村支书并不好做，魏宝库是靠开矿山、开电镁厂发家的，日积月累，已经对青山峪村造成了严重污染，秦学良和魏宝库为此冲突不断。除此之外，解决贫困户生活也是一大难题，秦学良发现杨百川养林蛙的项目初具规模，开始着手向全村推广。村民们从一开始的抵触、不理解到钦佩，秦学良付出了他的真心和真情，而在带领村民实现共同富裕的过程里，秦学良最终也收获了属于自己的幸福
